- In a large bowl, combine ground beef, breadcrumbs, milk, egg, garlic, ginger, and salt. Mix until just combined.
- Roll into 1 1/2-inch meatballs (about 24 total). Optionally brown in a skillet over medium-high heat for 2–3 minutes.
- Add meatballs to a greased slow cooker insert in a single layer.
- In a bowl, whisk soy sauce, brown sugar, water, rice vinegar, garlic, ginger, and cornstarch.
- Pour sauce over meatballs. Cover and cook on low for 3 to 4 hours.
- Garnish with green onions and sesame seeds before serving.
