Prepare the Filling
- In a mixing bowl, combine the softened cream cheese, garlic powder, dried oregano, salt, and black pepper. Mix until smooth.
- Add the chopped bell peppers, cucumbers, grated carrots, and spinach leaves to the cream cheese mixture. Stir until well combined.
Assemble the Roll Ups
- Lay a tortilla flat on a cutting board. Spread a generous layer of the vegetable filling evenly over the tortilla.
- Starting from one end, roll the tortilla tightly to form a log. Repeat with the remaining tortillas and filling.
Slice and Serve
- Using a sharp knife, slice each rolled tortilla into 1-inch pieces. Arrange on a serving platter.
- Cover with plastic wrap and refrigerate until ready to serve.
