- Brown the ground beef in a skillet over medium heat. Drain excess fat and stir in taco seasoning with a splash of water. Simmer until thickened.
- Fry the tortillas in a little oil until golden and crispy on both sides. Drain on paper towels.
- Spread refried beans on one tortilla. Top with seasoned beef and then place a second tortilla on top.
- Spread a couple tablespoons of enchilada or taco sauce on top. Sprinkle with shredded cheese, diced tomatoes, and optional toppings.
- Bake in a 400°F oven for 8–10 minutes, or until the cheese is melted and bubbly.
